Bredesen Consulting and Enerweb developed the new Market Trading Platform for the Southern African Power Pool (SAPP). This included systems for the Day-ahead Market, Intraday Market and Forward Physical Market.

A Settlement Module to enable SAPP to do the financial settlement of all markets, including imbalance and wheeling charges, was also included. This system was delivered in two stages; the new DAM system was delivered in December 2014 and the two other markets were completed in December 2015. Bredesen Consulting was responsible for the functional requirements and overall design of all modules, testing of the systems as well as the required training and capacity building. These markets are operational.

The trading platform included the following functionality:

  • Continuous trading (supporting Intraday trading) with built-in Transmission Capacity Management.
  • Auction-based trading (supporting the Day-ahead and Forward markets), based on a double-sided auction with an implicit transmission capacity auction mechanism.
  • Physical Forward Trading with different time frames, e.g. monthly and weekly. In the traditional setup, the Day-ahead Market is auction-based, and the Intraday Market is continuous. The Forward Markets can be both.
  • An integrated Settlement and Reporting module.
  • A flexible master database to store all relevant information required to operate all markets.
  • A market operations model that takes care of various market operations aspects common to the various markets, including transmission network capacity allocation management.

Enerweb contributed to several training sessions that were conducted as part of the project delivery. These were hosted in the various member countries.

This project built on our long-term relationship with SAPP that started in 2004 with the development of market rules and regulations for the new market, and design of the market concept for a regional Power Exchange in SADC (the southern part of Africa consisting of 12 countries). This included involvement of TSOs and regulators from all these countries in the development of the market. The market went live in 2011 and continues to be supported by Enerweb.
